The Penn Libraries provides a network of information resources and knowledge services that are vital to teaching, research, and learning at the University of Pennsylvania. This network includes 19 physical libraries, recognized for their collections, and a digital library known for innovation and richness of content.

NOTE:
Federal agencies that fund research are beginning to implement public access policies, requiring free and immediate access to articles and datasets that result from federally funded research. The NIH is the first agency to implement its policy, as of July 1, 2025. The other agencies are expected to follow, between now and December 31.
Penn Libraries has developed a guide to support researchers and authors as they navigate these new policies. The guide features specific details about the NIH policy and will grow to include pages for each agency policy, as they are shared and implemented.
This guide joins Penn Libraries’ suite of author services, including tools, expertise, and a growing list of open access publishing agreements, through which Penn affiliated authors can publish openly at no cost.
